I want to make three segmented mailing lists:
People who have given $100 in total gifts across all campaigns or less in the last two years
People who have given $101 to $499
People who have given $500 and more
What criteria do I use?

I’d recommend using the Having feature in Theatre Manager. This will let you combine values for a Sum of the donations given across multiple donation.

The criteria might look something like:
Campaign # is one of (select all campaigns)
and Donation Date is between (the desired date range)
HAVING: A Sum of Donation Amount-Actuation is less than or equal to $100
